Pursuant to the Pennsylvania Clean Stream Law, the Pennsylvania Department of Environmental Protection Rules and Regulations notice, the Surface Mining Conservation and Reclamation Act and the Coal Refuse Disposal Control Act as amended, notice is hereby given that Miller Springs Remediation Management, Inc. doing business at 5 Greenway Plaza, Suite 110, Houston, TX 77046 has made application to the Pennsylvania Department of Environmental Protection to add 1.7 acres at existing Strayer Coal Refuse Disposal Area permit No. 56773708, for the addition of 1 borehole to pump water from Bird Mine No. 2 and 2 discharge lines to Bird Mine Treatment Facility. The project encompasses approximately 36.5 acres in Conemaugh Township, Somerset County. The project is situated 0.5 mile west of the intersection of PA Route 403 and Soap Hollow Road. The Johnstown, PA, USGS 7.5 topographic map contains the area described. The Strayer CRDA does not contain a NPDES discharge; all wastewater is discharged through adjacent CMAP #56841321. The receiving streams for the permit area are tributaries to Stony Creek River (locally known as Soap Hollow and Kaufman Run). This application includes a request for a variance for surface mining activities within 100Õ of T-678, Blough Road for the installation of buried discharge lines. A copy of the application is available for public inspection and copying for a fee, by appointment, at the Somerset County Conservation Office, 6024 Glades Pike, Suite 103, Somerset, PA 15501. Written comments, objections or a request for an informal conference concerning this application may be submitted to the District Mining Operations, 25 Technology Drive, Coal Center, PA 15423, no later than thirty days following the final publication date of this notice and must include the personÕs name, address, telephone number, and a brief statement as to the nature of the objection(s).
