ADVERTISEMENT FOR BIDS The Greater Johnstown Water Authority (Owner) is requesting sealed Bids for the construction of the Pomona Drive Sanitary Sewer Rehabilitation Project, Contract No. 2025-04S. Bids will be received at the Greater Johnstown Water Authority Office located at 640 Franklin Street, Johnstown, PA 15901, until Wednesday May 21, 2025 at 3:00 P.M. local time at which time Bids will be publicly opened and read aloud in the Theodore Gaynor Conference Room. Contract No. 2025-04S consists of the rehabilitation of approximately 1,705 LF of 8â sanitary sewer lines with 8-inch Fold and Form trenchless pipe installation methods, replacement of 9 sanitary manholes, replacement of 35 sanitary sewer lateral connections at the mainline, municipal roadway restoration, and all related work. Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The Work is in Westmont Borough, Cambria County, PA. The Issuing Office for the Bidding Documents is The EADS Group, Inc. (Engineer), 227 Franklin St., Suite 300, Johnstown, PA 15901, (814) 535-5388. Bidders must purchase bidding documents from the Issuing Office to be eligible to bid. Printed copies of the Bidding Documents may be obtained from the Issuing Office by in-person pick-up at the hours indicated above, or mail-delivery upon confirmation of payment. The non-refundable cost of printed Bidding Documents is $100.00 (fee includes 6% PA sales tax), plus the cost for shipping, if applicable. Electronic versions of the Bidding Documents are available for the non-refundable fee of $25.00 (fee includes 6% PA sales tax). To access the electronic version, the Bidder must have a valid email address and internet connection. Checks shall be payable to "The EADS Group, Inc." A pre-bid conference for the Project will be held on Wednesday May 7, 2025 at 10:00 A.M. local time at the office of The EADS Group, located at 227 Franklin Street, Suite 300, Johnstown, PA 15901. Attendance at the pre-bid conference is encouraged but not required. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount and shall also furnish evidence of insurance coverage as required by the contract documents. Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the "Steel Procurement Act") and shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
