Reade Township Municipal Authority is requesting sealed bids for the construction of their Well Line & Tank Project, specifically for Contract No. 2024-01 & Contract No. 2024-02. Bids will be received at their office located at 105 Ballfield Road, Glasgow, PA 16644 (Mailing address: P.O. Box 56, Glasgow, PA 16644) until Wednesday, July 15, 2026, at 10:00 a.m. local time, at which point they will be opened & read publicly.
Contract 2024-01 includes the installation of approximately 8,950 LF of HDPE water main, three manholes, valves, & test pits, and necessary local & state highway restoration.
Contract 2024-02 involves the installation of a water storage tank & associated fittings, including site restoration, a gravel access road, & a chain-link fence with a gate.
Each contract includes all labor, materials, equipment, & supplies required for construction as specified in the Contract Documents. The project is located in Reade Township, Cambria County, PA.
The Issuing Office for the Bidding Documents is The EADS Group, Inc., 227 Franklin Street, Suite 300, Johnstown, PA 15901, phone (814)535-5388. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office by appointment only. Bidders must purchase bid documents from the Issuing Office to be eligible to bid. Bid Documents are available in two formats: printed copies for $150.00 or electronic version for $25.00 (both prices are non-refundable & include 6% PA sales tax). To access the electronic version, the Bidder must have a valid email address & internet connection. Checks shall be payable to âThe EADS Group, Inc.â
A pre-bid conference for the Project will be held on Wednesday, July 8, 2026, at 10:00 a.m. at Reade Township Municipal Authority's office located at 105 Ballfield Road, Glasgow, PA 16644. Attendance at the pre-bid conference is encouraged but not required.
This project is being financed through the Pennsylvania Infrastructure Investment Authority (PENNVEST). Because this financing includes federal EPA assistance, the successful bidder must comply with all agency obligations, including Executive Orders 11625, 12138, & 12432, as well as 2 CFR 200.321. Contractors are required to document specific efforts to solicit Disadvantaged Business Enterprises (DBEs). This includes demonstrating the Six Good Faith Efforts to identify & recruit state-qualified small businesses, along with minority- & women-owned business enterprises (MBE/WBE), for all procurement related to construction, equipment, services, & supplies.
This project is subject to the following domestic manufacturing mandates: Build America, Buy America Act (BABAA): As part of the Infrastructure Investment & Jobs Act (P.L. 117-58), all iron, steel, manufactured products, & construction materials used in this project must be produced/ manufactured in the United States. American Iron & Steel (AIS): Per the Consolidated Appropriations Act of 2014 (P.L. 113-76), all iron & steel products must be U.S.-made. Steel Procurement Act: The Contractor must also comply with the Pennsylvania Steel Procurement Act of March 3, 1978 (P.L. 6, No. 3).
Bidders are advised that Davis-Bacon prevailing wage rates must be paid for all work performed on this project. Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project & will be required to submit an executed non-collusion affidavit with the bid.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work & to award the contract as may be deemed in the best interest of the Owner.
